Do we create an Outbound Order for all shipments leaving our warehouse?

The system should be a workflow based system where inputs and outputs net zero. So, in order to move weight from one warehouse to another or a customer you will always need to create a new order and push that weight to the other location. This is a principle that should not be jeopardized regardless of the business decision or situation.
