Can we increase or decrease user licenses any month, and will the fee/agreement be adjusted accordingly?

Yes, just let us know before the next billing cycle (1st of the month) so we can make the proper adjustments.  If you have to increase or decrease user licenses in the middle of the month, we will make prorated adjustments respectively to ensure the billing matches the gain or loss in user seat counts.
