Keep the update button enabled for quoted rate

BUG FIX
When scheduling an inbound order, if you select Common Carrier as the logistic type, you'll have an option to select a Freight whee you can add Quoted Rate. Once the order was created, the quoted rate became disabled and not available for editing. Now, we keep this open for edits.
