The test function is mean to ensure what you audit from your customer is hardware that is indeed working and able to be resold. If you receive a set of goods from your customer but the goods are not tested working than they are much less valuable to you. If you audit these goods they must also be tested to ensure that the goods are worth what you are paying the customer
